On June 19, 1865, Union soldiers rode into Galveston, Texas with a message two and a half years overdue. The Emancipation Proclamation had been signed January 1, 1863. The war was over. The law had changed. More than 250,000 people were still living as enslaved — not because freedom hadn’t been declared, but because no one had come to tell them.
